IT Consulting License in Dubai: Requirements, Cost & Setup Process
An IT consulting licence in Dubai enables you to provide technology advice to businesses in the UAE legally. You can invoice your clients, and you can sponsor your own residence visa. The company can have a corporate bank account. In 2026, a first-year budget would be somewhere between AED 12,500 (very lean free zone package) and AED 45k plus (premium free zone with visas), i.e., USD 3,400 to USD 12,300.
It’s a very broad range, so this guide is designed to narrow it down. It tells you exactly what the licence covers, what the authorities are going to ask for, what each route actually costs, and how the process works from the first document to the first invoice. All the figures are indicative 2026 market ranges. The fee schedules will vary, so use them as a guide to planning rather than as a quote.
Quick Answer: IT Consulting License in Dubai at a Glance
- License type: a professional (service) licence, as you’re earning from your expertise rather than from selling goods.
- Where to get it: on the mainland via the Department of Economy and Tourism (DET) or through a free zone (e.g., IFZA, Dubai Silicon Oasis, DMCC, Dubai Internet City).
- Cost in year one: circa AED 12,500 to AED 45,000 or more depending on zone, desk, and visa count.
- Speed: IFZA states 5 to 10 working days for license issuance once documents are ready—plan for several weeks, including visas and banking.
- Tax: 0% corporate tax on taxable income up to AED 375,000 and 9% on amounts above that. Small Business Relief will cover revenue up to AED 3 million until 2029.
What is an IT Consulting License in Dubai?
It’s a professional licence. The Dubai business licence categories are broad, and the type of work you do (i.e., earning from knowledge rather than from selling products) falls into the professional category. If you want to see the full picture of the other categories, then our guide to the different types of Dubai business licences compares them all.
On the mainland, the licence is issued by the Department of Economy and Tourism (DET). In a free zone, it’s the zone authority that issues it. The licence will name your legal entity, your approved activities, and your premises. Those three things determine pretty much everything else that follows in terms of who you can bill and how many visas you can apply for.
Who needs an IT consulting licence and who doesn’t?
You need an IT Consulting Licence in Dubai if you’re going to run a consultancy as a business (i.e., invoicing under a company name and employing staff or sponsoring family on your own visa).
A solo specialist who is just working for a few clients may be able to get away with a cheaper permit. We looked at both options (freelance permit vs company licence) in Dubai, and the answer really comes down to your revenue and your client base. If you’re based overseas and want a UAE company to service international clients, then our guide for freelancers and independent consultants covers that scenario.
What activities does an IT consulting licence cover?
Your IT consulting licence in Dubai only covers the activities listed on it. Here’s how the various IT services map out in practice. The exact names of the activities will vary by authority, so treat this as a guide rather than a promise.
| Service | Usually covered? | What to know |
|---|---|---|
| IT infrastructure and cloud advisory | Yes | Network and cloud design advice for client businesses. |
| Software and systems consulting | Yes | Architecture reviews and vendor selection. |
| Data, AI and analytics consulting | Yes | Strategy and implementation advice, not selling a data product. |
| Cybersecurity consulting | Often, with conditions | Some activities need extra clearance from the relevant regulator. |
| Building software for clients | Add as a second activity | Software development is usually its own activity code, even on the same license. |
| Reselling hardware or software licenses | No | That's trading, so it needs a commercial license. |
| Telecom, VoIP or encryption products | No | Regulated. Approval from the TDRA may apply. |
| Crypto and blockchain services | No | Needs a VARA license, which is a separate process. |
This is where the novices get it wrong. The language on your licence is the language that a bank, a client and an inspector will read. “IT consultancy” and “software development” are not the same thing. If your offering is more strategy and operations then the management consultancy licence may be the right one for you. If you’re going to be launching your own product then have a read of our SaaS licence guide first. And if crypto is in any way part of your offering then the VARA licence is a completely different route.
IT Consulting License Requirements in Dubai
Requirements do vary a little depending on the authority, but most applications will be asking for the following.
- A valid passport for each shareholder and manager (and recent photos).
- Residence visa and Emirates ID copies (if you’re already in the UAE).
- A no objection certificate if you’re on a UAE employment visa and your employer is okay with you doing outside work.
- Proof of qualifications/experience (e.g. CV, degree certificate) may be required by some authorities for consulting work.
- A trade name that conforms to the naming rules and isn’t already in use.
- A registered address (which can be a flexi-desk or a leased office).
The vast majority of consultancies don’t require a large capital deposit (although some zones will have a nominal share capital figure on the incorporation papers). Always check with the authority. If you’re coming from overseas our guide on setting up a company in Dubai as a foreigner will have the full list of requirements.
Cyber security, telecom and encryption work will in fact trigger an additional approval from the TDRA. The advisers we’ve spoken to put the cost of that at circa AED 5k to AED 15k and it adds processing time which sits outside of the normal license timeframe. Must check that before you set your go live date.
Mainland or Free Zone? Which is better for an IT consultant?
Where you hold your IT consulting licence in Dubai is important. For the majority of sole practitioners and small teams the free zones will be the right route. The mainland will be the better option if your client base is predominantly in the UAE, if you’re doing any government work or if you simply want to bill your UAE clients without having to go through any extra structuring. Free zone companies can often serve UAE clients as well, though the rules differ from zone to zone and in some cases a permit will be required. Our free zone vs mainland vs offshore comparison goes into that in more detail.
| Factor | Mainland (DET) | Free zone |
|---|---|---|
| Foreign ownership | Up to 100% for most professional activities | 100% |
| UAE clients | Direct, no extra permit | Possible, rules vary by zone |
| Office | Registered lease through Ejari | Flexi-desk usually bundled |
| Typical year-one cost | Roughly AED 16,500 to 28,500 with one visa, depending on provider | Roughly AED 11,500 to 45,000, depending on zone |
| Visa quota | Linked to the office size | Linked to the package, flexi-desks often allow a few visas |
Four free zones come up most often for IT consultancies:
- IFZA is in Dubai Silicon Oasis and has some of the most competitive entry prices for a Dubai address. See how it compares in our IFZA comparison.
- Dubai Silicon Oasis (DSO) is a tech park with actual office stock if you’ve outgrown the flexi-desk at a higher price point.
- DMCC has the strongest name recognition and is invariably the most expensive of the four.
- Dubai Internet City (DIC) is a technology hub with its own pricing bracket, popular with firms that want to sit near big technology brands.
If you’re a European founder then it’s worth reading how the EU authorities view free zone arrangements before you go and pick one.
How much does an IT consulting licence cost in Dubai?
Here are the annual licence ranges published by the advisers for 2026. They’ll typically include the licence and a flexi-desk, though not always so you need to check what’s actually included.
| Free zone | Annual cost (AED) | Approx. USD |
|---|---|---|
| Meydan Free Zone | 11,500 to 18,900 | 3,100 to 5,100 |
| IFZA (zero visa to one visa) | 12,900 to 18,900 | 3,500 to 5,100 |
| Dubai World Trade Centre | 15,000 to 25,000 | 4,100 to 6,800 |
| Dubai Internet City (FZ-CO, flexi-desk) | 15,000 to 25,000 | 4,100 to 6,800 |
| Dubai Silicon Oasis | 22,000 to 30,000 | 6,000 to 8,200 |
| DMCC | 28,000 to 45,000 | 7,600 to 12,300 |
The license fee is only part of the bill. These extras show up on most quotes:
| Cost item | Amount (AED) | How often |
|---|---|---|
| Establishment card | 2,000 to 2,500 | One-time |
| Residence visa, per person | 4,000 to 5,500 | Every 2 to 3 years |
| Flexi-desk, if not bundled | 5,000 to 15,000 | Yearly |
| Local service agent, where required (mainland) | 5,000 to 8,000 | Yearly |
| Memorandum of association drafting, where required | 1,500 to 2,500 | One-time |
| Ejari registration (mainland) | About 220 | On renewal |
| Dubai Municipality market fee (mainland) | 5% of annual rent | Yearly |
| TDRA or other regulator approval | 5,000 to 15,000 | Per approval |
| Bank account opening help, optional | 1,000 to 2,000 | One-time |
To give a real feel to the cost of an IT consulting license in Dubai, here are three very rough examples based on the ranges above. They are not quotes.
A sole consultant on an IFZA type package with one visa comes in at circa AED 17,700 to AED 20,000. A two person consultancy on a mainland professional licence (with a registered flexi-desk, a service agent and two visas) can easily go above AED 30,000. A small team at DMCC with a private desk and several visas can easily pass AED 45,000.
Renewal tends to land close to your first-year license fee, because the license, the desk, and any agent retainer all recur. One adviser puts renewal at roughly 80% to 95% of the first-year license cost. Our page on trade license renewal walks through that step. For the wider picture beyond IT, see our Dubai company formation cost summary.
One warning on price shopping. The lowest entry price often gets lost by year two as the visas, desks and renewals all come to bear, which is exactly what we look at in the IFZA vs Meydan vs SHAMS.
IT Consulting License Setup Process in Dubai, Step by Step
- Pin down your activity wording. Decide what you’ll sell and match it to official activity names. Add a second activity now if you plan to build software as well as advise.
- Choose mainland or a free zone. Client location, visa count, and budget usually settle this.
- Reserve your trade name. Keep it short and clear of restricted words.
- Submit the application and documents. Passport copies, photos, activity details, qualification proof where asked, and your desk or office agreement.
- Sign the incorporation documents and pay the fees. Free zones issue the license and shareholder certificate. A mainland setup may also need notarised company documents.
- Collect the license and establishment card. You can then apply for visas. Our guide to UAE residence visa processing time shows what to expect.
- Open the bank account and register for tax. Register for corporate tax with the Federal Tax Authority even if you expect to owe nothing.
If you’d rather have someone run these steps for you, the company formation in Dubai team handles the full process.
How long does an IT consulting license in Dubai take?
Free zones are quicker. IFZA, for example, states 5 to 10 working days for issuance once documents have been completed. Mainland setups tend to run longer because of Ejari registration, approvals, and, for some activities, regulator sign-off.
The licence isn’t the end of the process. Visa stamping, Emirates ID and bank onboarding all come after that and the bank onboarding is the one that catches people out. Read why Dubai business bank accounts get rejected prior to application and how you can go about opening a Dubai business bank account for the process. Our bank account support page details how we can assist. Plan it end to end over several weeks rather than just several days.
Corporate Tax, VAT and Compliance After You Get the License
Getting licensed doesn’t end your obligations. It starts them.
The UAE charges 0% corporate tax on taxable income up to AED 375,000 and 9% above it. Small Business Relief now runs to tax periods ending on or before 31 December 2029, under Ministerial Decision No. 131 of 2026. It lets resident businesses with revenue of AED 3 million or less elect to be treated as having no taxable income. It isn’t automatic; you still register and file, and Qualifying Free Zone Persons can’t use it. Official details are on the Federal Tax Authority website.
Free zone doesn’t mean tax-free. The 0% rate for a Qualifying Free Zone Person applies only to qualifying income, and consulting income from mainland clients typically doesn’t qualify. Our QFZP vs SBR article explains which route usually fits a small consultancy.
VAT at 5% becomes mandatory once your taxable supplies pass AED 375,000 in 12 months. You’ll also need proper books, and our summary of accounting and bookkeeping requirements shows what regulators expect. Digital invoicing rules are phasing in over 2026 and 2027, so read up on e-invoicing early. For a tax view specific to your situation, our tax advisor team can map it out.
Mistakes That Cost IT Consultants Money
- Buying the cheapest package without checking the visa quota. A flexi-desk may cap your visas, and upgrading mid-year costs extra.
- Licensing the wrong activity. Consulting, development, and reselling are different things on paper, and the wrong one blocks invoices or bank approval.
- Skipping corporate tax registration. It’s required for licensed companies even when no tax is due, and late registration can bring penalties.
- Expecting the bank account to open in a day. Clients may be ready to pay before you can receive money. Start early.
- Assuming a Dubai company fixes your home-country tax. It doesn’t go into more detail on that below, and in our list of costly company formation mistakes.
When an IT Consulting License in Dubai Is the Wrong Move
Not every consultant should set one up.
If all your clients are in one home country and you plan to keep living there, a Dubai license won’t change where you’re taxed. Tax authorities there may still treat you as a resident or treat the company as managed from home. A Dubai company with no real activity, no desk use, and nobody on the ground can also draw questions from banks and tax authorities in both countries. Talk to a tax advisor before you commit if that sounds like you.
It’s also overkill if you only need a permit for a few clients. Pay for the structure you’ll actually use.
IT Consulting License in Dubai FAQs
How much does an IT consulting license cost in Dubai?
Most first-year budgets fall between AED 12,500 and AED 45,000. Lean free zone packages sit at the low end. Premium zones such as DMCC, plus extra visas and desks, push toward the top. Renewal usually lands close to the first-year license fee.
Can a foreigner own 100% of an IT consultancy in Dubai?
Yes. Free zones allow full foreign ownership, and the mainland does for most professional activities. Some activities may still carry conditions, so verify the precise activity wording with the authority before you apply.
Do I need a degree to get an IT consulting license?
Not always. Some authorities ask for a CV, a degree certificate, or proof of experience for consulting activities, while others don’t. Having your qualifications ready avoids delays either way.
How long does it take to get an IT consulting license in Dubai?
Free zones such as IFZA state 5 to 10 working days once documents have been completed. Mainland licenses usually take longer. Visas, Emirates ID, and bank onboarding come afterward, so plan for several weeks overall.
Can I get a residence visa with an IT consulting license?
Yes. Once the license and establishment card are issued, you can apply for an investor or partner visa. How many visas you can sponsor depends on your desk or office package.
Is an IT consulting company in Dubai tax-free?
No. Corporate tax is 0% on taxable income up to AED 375,000 and 9% above it. Small Business Relief may remove the tax for revenue up to AED 3 million through 2029, and free zone 0% status covers only qualifying income.
Can I add software development to the same license?
Often yes. Many zones, including IFZA, allow related activities on one license. Software development usually counts as a separate activity, so ask for it to be listed by name.
